【声明】G20大阪サミット：G20は最も貧しい子どもたちの保健・教育へのアクセス達成の機会を逃した

【2019年6月29日大阪】世界では何百万人もの子どもたちが、未だに良い学校教育や資格をもつ看護師・医師にアクセスできていません。残念ながら、今週末に大阪にて開催されたG20サミットにおいて、世界の首脳たちは、2030年までにすべての人々への質の高い教育・保健を達成するための明確なゴールを設定できませんでした。
セーブ・ザ・チルドレンは、各国政府はGDPの少なくとも5％に相当する支出を保健に対して行い、すべての子どもが病気の際に資格を有した医師に診てもらうことができるよう、具体的な施策を実施するべきだと考えています。また、2030年までにすべての子どもが良い教育へアクセスできるよう、保健支出とは別にGDPの4～6％に相当する支出を教育に関連する計画に対して行うことが必要です。
セーブ・ザ・チルドレンは、G20首脳宣言ですべての人々にとってのユニバーサル・ヘルス・カバレッジ（UHC）の達成と質の高い教育へのアクセスに対するコミットメントが改めて示されたことを評価します。また、安倍総理大臣による持続可能な保健財政および教育におけるジェンダー平等の優先化に向けた保健省と財務省の連携促進に関するリーダーシップも歓迎します。
一方で、G20首脳宣言および付属文書に、男の子と女の子の双方にとって平等な保健サービスや学校教育を実現し、医療費や学費の自己負担を段階的に削減・撤廃し、そして最も周縁化された子どもたちに対して財政的に保護するための具体的な施策や計画が打ち出されていないことについて、残念だと捉えています。すべての人々にとってのUHCと教育というアジェンダに関しては、具体的なステップをとることが核となるべきです。

「保健や教育に対して持続的な方法で投資を行うことが、最も周縁化された子どもたちに貧困の悪循環から逃れるチャンスを与え、彼ら自身の未来をコントロールする、唯一の方法です。2030年までの目標達成に向けて、各国政府は公的支出による強固な保健・教育システム構築に投資を行わなければなりません。保健では最低GDP5% 、教育では最低GDP4%～6%の国内支出を目指すことを訴えているのはそのためです。
G20各国政府は、保健や教育分野における進捗の中心的な役割を担っています。自国で累進課税などの衡平な方法で歳入を増やす能力を向上させるとともに、保健や教育といった分野に対して資金を分配し、かつ、各国政府が同様にすべての人々への保健と教育を達成できるよう努力することを支援する、という役割です。どの子どもも取り残されることがあってはなりません」
セーブ・ザ・チルドレンは、安倍総理大臣をはじめとしたG20首脳が、2019年9月に開催されるUHCハイレベル会合およびEducation Cannot Wait（教育を後回しにはできない）基金増資会合、2020年の世界栄養サミットなどの機会にあたり、国際保健・栄養、教育の課題に取り組むための新たな資金および政策のプレッジに向けてリーダーシップを示すことを求めます。

Osaka, June 29 – As millions of children worldwide still lack access to a good schooling or qualified nurses and doctors, Save the Children is disappointed that world leaders at the G20 summit in Osaka this weekend failed to set tangible goals to achieve quality education and health care for all by 2030.
According to Save the Children, governments need to spend at least 5 percent of their GDP on concrete measures to ensure all children can go to a qualified doctor if they’re sick. Another 4 to 6 percent needs to be spent on tangible plans to make sure that by 2030, all children have access to a good education.
Save the Children commends the G20 leaders for reaffirming in the Leaders’ Declaration the commitment to achieve Universal Health Coverage (UHC) for all, and for promoting access to quality education. The organization also welcomes Prime Minister Abe’s leadership for promoting the collaboration between health and finance authorities for sustainable health financing, and for prioritizing gender equality in education.
But Save the Children is disappointed that the Declaration and annex documents at the end of the G20 Summit did not lay out concrete measures and plans for realizing equal health care and schooling for boys and girls, the reduction and eventual removal of out-of-pocket payments and financial protection of the most marginalised. Concrete steps should be at the heart of the UHC and education for all-agenda.
“Investing in health care and education in a sustainable manner is the only way to give the most marginalised children a chance to break the cycle of poverty, and to take control of their own future. In order to achieve that by 2030, all governments must invest in strong, publicly financed systems. That’s why we ask them to commit to at least 5% of their GDP for health, and at least 4-6% for education.
The G20 governments have a key role to play in driving this progress by strengthening their national capacity to raise revenue equitably, such as through progressive taxation and allocating resources for these issues, and by supporting other countries’ efforts to do the same to achieve health care and education for all. No child can be left behind”, said Kunio Senga, CEO of Save the Children Japan.
We look to continued leadership by Prime Minister Abe and other G20 leaders toward upcoming opportunities such as the High Level Meeting on UHC and the Education Cannot Wait replenishment in September 2019, and the Global Nutrition Summit in 2020 to commit to new financial and policy pledges to tackle global health, nutrition, and education challenges.
