2025年9月17日ガザ地区：ガザで活動する20以上の主要支援団体の代表たちは、国連の調査委員会が、イスラエル政府がガザで行っている行為を初めてジェノサイド（集団虐殺）と結論付けたことを受け、早急な介入を要請しました。（以下声明文）

 来週、世界の指導者たちが国連に集うにあたり、我々は全ての加盟国に対し、80年前に国連が担った使命に沿って行動するよう求めます。

ガザ地区で我々が目撃しているのは、前例のない人道的惨事であるだけでなく、国連調査委員会が今や「ジェノサイド（集団虐殺）」と結論づけた事態です。この結論は、同委員会が、世界的に、或いはイスラエル国内においてさえ広がりを見せている人権団体や指導者たちの見解に、同調したということです。

 ガザ地区における非人道性は到底容認できるものではありません。人道支援団体の代表として、我々はガザ地区の人々が被った恐ろしい死と苦しみを直接目撃してきました。我々の警告は無視され続け、今なお数千もの命が危険に晒されています。

イスラエル政府が、100万人のパレスチナ市民が暮らすガザ市からの大規模な住民の立ち退きを命じたことによって、私たちは、今行動を起こさなければ、ガザ地区の歴史においてさらに致命的な状況を目撃するという瀬戸際に立たされています。ガザ地区は意図的に居住不可能な状態に追い込まれています。

これまでに約6万5千人のパレスチナ人が殺害されましたが、そのうち2万人以上が子どもでした。さらに数千人が行方不明であり、かつて活気に満ちたガザ市の道を覆う瓦礫の下に埋もれているとみられています。

ガザ地区の210万人の人口のうち、10人中9人が強制的に移動させられており、その多くの人にとって、移動は複数回にわたっています。人々は今も、人としての生活を維持できないほど縮小し続ける土地の隅へと追いやられています。

50万人以上が飢餓状態にあります。飢饉が宣言され、飢えは広がり続けています。そして、飢餓や身体への影響が累積され、人々は毎日命を落としています。

ガザ地区全域で、病院や浄水場といった生命維持に不可欠な公共インフラと共に都市全体が完全に破壊されました。農地も組織的に破壊されています。  

事実や数字だけでは不十分ならば、胸が張り裂けるような悲惨な事例が次々と報告されていることもお伝えします。

サメさん＊はガザで4人の子どもを持つ父親です。かつては熟練したアルミニウム技術者として2つの家を持ち、子どもたちを学校に通わせていましたが、今では家族と共に避難を余儀なくされ、粗末なテントで暮らし、食料、水、そして安全を確保するために日々奮闘しています。彼は火を起こすために手に入るものなら何でも使おうとしています。

イスラエル軍が6ヶ月前にガザ地区への物資搬入制限を強化し、食料・燃料・医薬品の供給を遮断して以来、飢饉が蔓延する中、子どもや家族が飢えで衰弱していく姿を私たちは目撃してきました。私たちのガザ地区の同僚たちも例外ではありません。

 外部からガザ地区に入った同僚はたくさんいます。その同僚も、イスラエルの爆撃で手足を失った無数のパレスチナ人と出会っています。毎日の空爆で深いトラウマを抱え、眠れなくなった子どもたちに直接会っています。失語症で言葉を失った子もいれば、「天国で両親と会いたいから死にたい」と語る子もいました。生き延びるために動物の餌を食べ、子どもの食事に葉っぱを煮て食べる家族にも出会いました。

  しかし世界の指導者たちは行動を起こしません。事実は無視され、証言は退けられています。その明らかなる結果として、さらに多くの人々が命を落としています。 

私たちは、パレスチナの市民社会組織、国連、イスラエルの人権団体と協力し、できる限りのことを行ってきました。ガザ地区の人々の権利を守り、人道支援を継続するために、私たちはたゆまぬ努力を続けてきました。しかしその全ての過程において、あらゆる形の妨害を受けています。

私たちがガザ地区へアクセスすることすら拒まれ、結果、支援システムは軍事化され、人々に致命的な結果をもたらしました。武装した人々が食料を配給し、配布されるわずかな場所へ到達しようとする市民数千人が銃撃を受けました。

各国政府は、ガザ地区における生命そのものへの破壊を阻止し、暴力と占領を終わらせるために必ず、行動しなければなりません。そして、全ての戦争当事者は、民間人に対する暴力を止め、国際人道法を遵守し、平和を追求すべきです。

各国は、あらゆる政治的、経済的、法的手段を駆使して状況を打破しなければなりません。空虚な言葉や中途半端な措置では不十分なことは明らかです。今こそ断固たる行動が求められています。

国連は国際法を世界の平和と安全の礎として確立しました。加盟国がこれらの法的義務を任意のものとして扱い続けるならば、それは犯罪の共犯者である、ということだけでなく、将来に向けた危険な前例を創出するということも忘れてはなりません。間違いなくこの瞬間を、歴史が人類全体の試練として裁く日が来るでしょう。そして我々は失敗したと悟るのです。ガザ地区の人々を裏切り、囚われている人質を裏切り、我々支援団体の道徳的義務を裏切っていることを知るのでしょう。

GAZA:Leaders of major aid groups call on world leaders to intervene following UNgenocide conclusion   

GAZA, 17Sept 2025: Theleaders of over 20 major aid agencies working in Gaza are calling forurgent intervention after a UN commission concluded, for the first time,that genocide is being committed.  

“As world leaders convene next weekat the United Nations, we are calling on all member states to act in accordancewith the mandate the UN was charged with 80 years ago.   

What weare witnessing in Gaza is not only an unprecedented humanitarian catastrophe,but what the UN Commission of Inquiry has now concluded is a genocide. Withthis finding, the Commission joins a growing number of human rightsorganisations and leaders globally, and within Israel.

Theinhumanity of the situation in Gaza is unconscionable. As humanitarianleaders,  we have borne direct witness to the horrifying deaths andsuffering of the people of Gaza. Our warnings have gone unheeded and thousandsmore lives are still at stake.

Now, asthe Israeli government has ordered the mass displacement of Gaza City – home tonearly one million people – we are on the precipice of an even deadlier periodin Gaza’s story if action is not taken. Gaza has been deliberately madeuninhabitable.  

About65,000 Palestinians have now been killed, including more than 20,000 children.Thousands more are missing, buried under the rubble that has replaced Gaza’sonce lively streets.

Nine out of 10 people in Gaza’s 2.1 million population have been forciblydisplaced - most of them multiple times - into increasingly shrinking pocketsof land that cannot sustain human life.

Morethan half a million people are starving. Famine has been declared and isspreading. The cumulative impact of hunger and physical deprivation meanspeople are dying every day.

ThroughoutGaza, entire cities have been razed to the ground, along with theirlife-sustaining public infrastructure, such as hospitals and water treatmentplants. Agricultural land has been systemically destroyed.  

 Ifthe facts and numbers aren’t enough, we have harrowing story upon harrowingstory.

Sincethe Israeli military tightened its siege six months ago, blocking food, fuel,and medicine, we witnessed children and families waste away from starvation asfamine took hold. Our colleagues too have been impacted.

Many ofus have been into Gaza. We have met countless Palestinians who have lost limbsas a result of Israel’s bombardment. We have personally met children sotraumatized by daily airstrikes that they cannot sleep. Some cannot speak.Others have told us they want to die to join their parents inheaven.  

We havemet families who eat animal food to survive and boil leaves as a meal for theirchildren.  

Yetworld leaders fail to act. Facts are ignored. Testimony is cast aside. And morepeople are killed as a direct consequence.  

Ourorganisations, together with Palestinian civil society groups, the UN, andIsraeli human rights organisations, can only do so much. We have tirelesslytried to defend the rights of the people of Gaza and sustain humanitarianassistance, but we are being obstructed every step of the way. 

We havebeen denied access, and the militarization of the aid system has proved deadly.Thousands of people have been shot at while trying to reach the handful ofsites where food is distributed under armed guard.

Governmentsmust act to prevent the evisceration of life in the Gaza Strip, and to end theviolence and occupation. All parties must disavow violence against civilians,adhere to international humanitarian law and pursue peace.

Statesmust use every available political, economic, and legal tool at their disposalto intervene. Rhetoric and half measures are not enough. This moment demandsdecisive action.

The UNenshrined international law as the cornerstone of global peace and security. IfMember States continue to treat these legal obligations as optional, they arenot only complicit but are setting a dangerous precedent for the future.History will undoubtedly judge this moment as a test of humanity. And we arefailing. Failing the people of Gaza, failing the hostages, and failing our owncollective moral imperative.”
